Facilitates and administers CenturyLink's construction outsourcing and CMS (Construction Management Center) functions. Administers the competitive bid process for all outsourced construction services and resources; establishes and communicate and reviews standards and procedures to Engineering and Construction teams to ensure compliance and help ensure the most efficient use our capital investments. Evaluate, qualify and establish relationship with outsource construction partner, evaluating competence, and compliance to CenturyLink policies and practices.
Also leads a team of management and occupational employees responsible for scheduling, routing, force-to-load management of company and contracted resources. Responsible for ordering, shipping, inventory management of materials, and cycle time management and reconciliation of associated jobs. Manage the buried service wire and Cable Transfer Administration Program (CTAP).
This position is responsible for construction activity that supports a local market footprint of approx. 8.5 million access lines across 29 states and approx $850M of annual capital investment
Close working relationship with internal Engineering and Operations teams - maintains and coordinates with Local Network Implementation Teams to ensure availability of construction resources, and optimize CenturyLink's network construction investments. Work with cross functional partners to minimize handoffs to ensure process optimization and efficiency
Consistent communication and feedback to Engineering and Business Unit Operations Teams of network initiatives, and timelines
Recruit, hire, manage and direct both occupational and management staff performing the duties outlined below. Ensure that team is appropriately staffed to meet committed dates for customer and network projects. Manage contractors to provide overflow support as workload necessitates
Responsibility, and Administration of all Local Network Implementation (LNI) Contracts: Engineering; Equipment Installation; Outside Plant Construction
Establish Line Extension (General Contractor) resources thru competitive bid process
Bachelor's degree in Business, Engineering, Construction Management or a related field
10 years related work experience managing in the telecommunications industry
Experience in telecommunications technologies and architectures, network construction, engineering and operations including, but not limited to: OSP, Central Office configurations, Optical technologies and Voice over IP protocol, routing and switching, Video Digital Subscriber Line and Digital Subscriber line
Strong track record in delivering service, working with customers and exceeding expectations
Experience in a supervisory role with demonstrated success in managing a team of 10 or more employees, management and/or occupational, and leading the team to meet/exceed set expectations
Masters Degree in Business
General knowledge of each states requirements concerning pole contacts, as well as familiarity with the FCC Telecommunications Act.
