Personnel in this job title may be covered by NERC CIP cyber security standards. If the position is covered, prior to being hired, promoted, or transferred into the position, the candidate must successfully pass a Personnel Risk Assessment, which includes identity verification and a criminal background check. Prior to being granted unescorted access to cyber secure areas, the candidate must attend cyber security training. Annual cyber security training is also required.
Provides engineering support of multi-user telecommunications system hardware and software, to include design, installation, analysis, operation, maintenance, training, and problem resolution.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Orders equipment, prepares installation specifications, and monitors progress of installation to ensure facilities are ready on specified date
Investigates, plans, implements, and tests telecommunications software
Coordinates and schedules investigations and feasibility studies, including economic evaluations of proposed and existing telecommunications hardware and software
Prepares on-line and hard copy documentation of systems and user applications
Identifies and develops applications for potential users
Provides instruction and training to users and other employees on day-to-day procedures and prepares training documentation
Participates in budget planning, implementation, and monitoring for purchase and maintenance of hardware and software
Handles system and user needs and problems; identifies problems and effects corrections
May supervise or lead lower graded technical and/or support staff
Maintains a broad knowledge of state-of-the-art technology, equipment, and/or systems
Provide recommendations for system changes and participates in bid and search process
Working knowledge of radio frequency system design and fiber optic system design
Familiarity with digital and network hierarchy in LAN, MAN and WAN networks
Knowledge of DC power systems
Skill in project management and familiarity with the Six Sigma process
Ability to read and interpret technical manuals
Knowledge of documentation and change management systems
Basic knowledge of contracts and contracting
Understanding frequency coordination and FCC licensing
Knowledge of telecommunication standards such as Bellcore etc.
Knowledge of energy utility environmental and FERC standards
Ability to conduct a cost/benefit analysis
Skill in budget preparation and fiscal management
Ability to work well with others and maintain a high level of energy and motivation
Dedication to project success
MINIMUM EDUCATION AND/OR EXPERIENCE:
Bachelor's degree from four-year college or university in electrical engineering with four to six years related experience and/or training or equivalent combination of education and experience.
Masters degree with an emphasis in digital, network and wireless communications is preferred.
CERTIFICATES, LICENSES, REGISTRATIONS:
Must possess a current, legally valid driver's license and meet the company's driving record requirements.
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations
Ability to write reports, business correspondence, and procedure manuals
Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry
Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations
ANALYSIS AND PROBLEM-SOLVING ABILITY:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Experience using project, word processing, spreadsheet, presentation, and database software
Working knowledge of AutoCAD or other design tools
While performing the duties of this job, the employee is frequently required to stand for long periods of time and sit for long periods of time. The employee must occasionally lift and/or move up to 10 pounds.
