Position: Spectrum Management Engineer and Regulatory Policy Analyst -- Part or Full Time
Location: McLean, VA, Texas or remote
Clearance: Must be a US Citizen as per contract requirements. Active Secret clearance is desirable.
Summary: To provide support services including program resource control under a contract with the NASA Headquarters Space Communication and Navigation (SCaN) office within the Space Operations Mission Directorate (SOMD). SCaN has responsibility for various functions related to planning and operation of space communications networks supporting NASA flight missions. Contract provides engineering studies, technical and regulatory policy advice and assistance in support of NASA requirements for spectrum allocations, assignments and coordination in national and international spectrum management organizations.
The Spectrum Management Engineer and Regulatory Policy Analyst will serve as a professional authority with expert level knowledge in spectrum management engineering and U.S. domestic telecommunications regulatory and policy development, particularly with respect to radio frequency spectrum issues. This person is an expert in U.S. spectrum regulatory policymaking and will serve as an advisor to NASA; they will providing regular tracking, assessment and reporting of spectrum-related regulatory actions being proposed to or pending before the Federal Communications Commission; as required, they will support NASA's participation in various spectrum-related NTIA committees, including the Interdepartmental Radio Advisory Committee (IRAC) and the Policy and Plans Steering Group (PPSG), and their various ad hoc groups s and sub-committees; and, as required, they may provide strategic advice on the how NASA may respond to domestic regulatory activities. Provide weekly review and summary of the FCC proceedings and related activities of interest to NASA, as well as weekly and monthly summary reports on ASTS' domestic regulatory activities on behalf of NASA. This person may be tasked to provide spectrum regulatory support to an individual NASA Center with the specific objective of developing and/or tailoring a spectrum management process, including specific procedures and associated documentation, to address their unique purposes, objectives and circumstances. Such a project would include providing all supportive services, under the direction of the Center Spectrum Manager, to successfully implement and execute the spectrum regulatory process for the relevant program(s) at that center.

Expert in telecommunications regulatory policy, particularly in domestic spectrum management policy to include knowledge of the FCC, NTIA, IRAC, and PPSG.
Ability to track and report on the variety of activities and proceedings of the FCC that may be pertinent to NASA's use of spectrum both nationally and internationally
Ability to analyze documents of the IRAC and brief high level management with the data pertinent to NASA
Ability to perform develop and implement a tailored spectrum management process to the unique needs of a NASA Center and its related program(s).
Recognized as an expert for U.S. national spectrum regulatory issues and procedures
Must be a US Citizen to obtain/maintain a Secret clearance.
BS in a related field and more than fifteen (15) years of related experience
Master's degree or Ph.D. in at least one engineering discipline highly desired.
Licensed attorney with experience in telecommunication regulation would also be highly desired.
